You Can is an independent third-party business consultancy, not a government body such as the Hong Kong Transport Department, Macao Transport Bureau or Guangdong Provincial Public Security Department. We provide cross-border business advice and procedural guidance only. All administrative approvals are determined solely by the relevant government authorities.

Service fees

Our service fees cover third-party business consultancy and administrative assistance, not official government charges. Any government fees are explained separately from our service fees. Customers may pay the relevant authorities directly or authorise us to pay on their behalf. The amounts and payment arrangements are confirmed before the service begins.

Application for Closed Area Permit for Hong Kong/Mainland Vehicles

We specialize in handling all kinds of Guangdong/Hong Kong vehicle license plate prohibited zone permits, including initial application, annual renewal, vehicle replacement and driver information change. We are well versed in the relevant regulations of the Transport Department of Hong Kong and the Guangdong Public Security Bureau, and can accurately handle the submission and verification of approvals, business registrations, vehicle documents and driver's particulars, regardless of whether your vehicle is registered in the name of an individual, an unlimited company or a limited company.

First-time application for a restricted area permit

  • Authorization: The original of the fourth copy of the valid "Notice of Approval for Motor Vehicles Travelling between Guangdong, Hong Kong and Macao and for Drivers to Drive" issued by the Guangdong Public Security Bureau, andthe license holder's proof of identity.

Hong Kong-China vehicle license plates held in personal names

  • Copy of Hong Kong Identity Card.
  • Certified copy of National People's Congress or Chinese People's Political Consultative Conference member credentials.
  • Original or photocopy of proof of address (e.g., water/electricity/gas bill or mobile phone bill, or bank correspondence), which must be dated within the last three months.

Hong Kong-China vehicle license plates held by unlimited companies

  • Valid copy of Hong Kong Business Registration Certificate.
  • Certified extract of information from the Business Registration Register issued by the Commerce Department within the past year.

Hong Kong-China vehicle license plates held by the company

  • Valid copy of Hong Kong Business Registration Certificate.
  • A certified copy of the results of the latest year's company search (inspection of company information) or a certified copy of the latest year's annual return (certified by the Companies Registry or by a certified public accountant/solicitor in Hong Kong) provided by the Companies Registry.
  • Registration documents and list of directors of the overseas company (certified by a Hong Kong CPA/solicitor), power of attorney, and items 4(a) and (b) of the authorized Hong Kong company (applicable to overseas companies not registered in Hong Kong).
  • Vehicle: A copy of the Hong Kong vehicle registration document (The vehicle must hold a valid license plate. If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant must also be submitted).
  • Driver: Copy of identification documents and copy of valid Hong Kong standard driver's license.
  • Documentation for business activities in mainland China: Hong Kong private vehicles - Copy of the Certificate of Approval for Enterprises with Foreign Investment from Taiwan, Hong Kong, Macao, and Overseas Chinese of the People's Republic of China.
  • Applicant's Signature Specimen.

Renewal (no changes to vehicle or driver)

  • Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle Travel and Driver Driving Approval Notice" issued by the Guangdong Provincial Public Security Department.
  • A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference member certificate (if applicable).
  • If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a commercial registration search) must also be submitted.

Renewal (Driver Change)

  • Approval Document: The original fourth copy of the valid "Guangdong-Hong Kong-Macao Motor Vehicle Travel and Driver Driving Approval Notice" issued by the Guangdong Provincial Public Security Department.
  • A valid copy of the Hong Kong Business Registration Certificate or a copy of the National People's Congress/Chinese People's Political Consultative Conference member certificate (if applicable).
  • If the applicant is not the registered owner of the private car, a certified copy of documentation proving the relationship between the owner and the applicant (such as the most recent annual return or a commercial registration search) must also be submitted.
  • Driver's identification documents and a copy of a valid Hong Kong full driving license.
